March 17, 2015 ” A contract was signed in Paris last January between the Congolese Ministry of Roads and Public Works and IGN France International for a preliminary study on updating the country's existing roadways database.
Once this database is fully operational; it will be used as a decision-making tool for the Ministry and various institutions in charge of road network maintenance as well enabling the management of Congo's road heritage.
IGN France International will carry out a preliminary study for the Congolese Ministry of Roads and Public Works which aims to update the existing roadways database for the whole of the country.
The contract for this project was signed on January 12th 2015 in the Congolese Embassy in France. Among those present was a large Congolese delegation led by the Ministry of Roads and Public Works, Mr Emile Ouosso.
This project is the next phase of an overall programme of large-scale works undertaken by the Congolese government since 2009, which have already included the extension and improvement of the country's road network, which of course no longer resembles the map created by IGN (French National Institute for Geographic and Forest information) in 1993.
IGN France International will therefore carry out this preliminary study necessary for the creation of a roadways database.
It will define in particular:
§ The expected functionalities of the future database,
§ The status of reference data (production, update, integration),
§ The status of various ˜trades' (production, update, integration),
§ The general organization to be implemented for the effective update of the database,
§ The equipment required for data acquisition, treatment and conservation (roadways data bank),
§ And the knowledge transfer to be provided in order that work can be carried out locally.
This database will constitute a road heritage management and decision-making tool for the Ministry.
It will enable the institutions in charge of maintaining the road network to:

Once in place, this roadways database will contribute to improving maintenance of the national
roadways network and in doing so will:
* Open up all of the regions country-wide,
* Enable economic activities to take on a more dynamic nature, particularly in rural areas,
* Develop supply possibilities to towns all over the Republic of Congo as well as its sub-regions,
* Improve the population's mobility and their access to basic social services.
Lastly, this database will enable the country's national road maps to be re-edited for all users.
At present, the National Transport programme (PNT) adopted by the Parliament of Congo in 2007, remains the general framework governing the actions to be taken in terms of the construction, rehabilitation or maintenance work on roadway infrastructures include in the societal programme created by the President of the Republic.
