LOS ANGELES AIR FORCE BASE, Calif. – The Space and Missile Systems CenterÂ awarded the Combined Orbital Operations Logistics Sustainment (COOLS)Â contract to Lockheed Martin Space Systems Company, Sunnyvale, Calif. TheÂ COOLS contract is valued at $735,514,938.Â It is a service contract forÂ Operations and Sustainment (O&S) of three disparate satelliteÂ constellations.Â SMC’s Military Satellite Communications Systems DirectorateÂ will manage the contract.Â The COOLS contract will provide O&S support forÂ the Advanced Extremely High Frequency (AEHF), Milstar Block I/II, andÂ Defense Satellite Communications System III (DSCS III) constellations.
The preponderance of O&S work for this contract will be performed in fourÂ geographic locations: Sunnyvale, Calif.; Colorado Springs, Colo.; ValleyÂ Forge, Pa., and Redondo Beach, Calif.Â The satellite constellations willÂ provide secure nuclear command and control for the president of the UnitedÂ States and communications for Warfighters across the globe.Â The COOLSÂ contract period of performance will complete on November 30, 2019.
“The application of Better Buying Power principles garnered $425 million ofÂ savings over the total contract period by combining the sustainment of theÂ three systems into one,” said Lt. Gen. Sam Greaves, commander of SMC and AirÂ Force Program Executive Officer for Space.Â “This is $425 million that canÂ be used for other high priority Air Force missions.”
The Air Force Space Command’s Space and Missile Systems Center, located atÂ Los Angeles Air Force Base, Calif., is the U.S. Air Force’s center forÂ acquiring and developing military space systems.Â Its portfolio includesÂ GPS, military satellite communications, defense meteorological satellites,Â space launch and range systems, satellite control networks; space basedÂ infrared systems and space situational awareness capabilities.
